You left out all of the above with the exception, of course, of “Me? Cut a board short?”. I am sure in my woodworking “career” I have done, and will continue to do, them all. But I will vote for one.

if it is too short, cut again! 🙂
If it’s too short, it becomes a chew toy for one of the dogs (if it’s not an exotic).
If the board is wider that neede I cut it in di middle diagonally and slide the part to get a longer board. If not wider than needed I will save for the next project,
